The goal sustain pulse number decision unit(62) decides on the goal sustain pulse number of 1 field based on the display load factor produced in the display load factor production unit. the ratio of light emitting brightness decision unit(63) decides the goal sustain pulse number determined by the goal sustain pulse number decision unit and the ratio of light emitting brightness of the slave indication line about the master mark line of 1 field.
