PROBLEM TO BE SOLVED: To provide a method for manufacturing a toner by which a small particle toner with a narrow grain size distribution and excellent uniformity of particle diameter can be obtained in a high yield, and to provide the toner, a two-component developer, a developing device and an image forming apparatus. SOLUTION: The method for manufacturing a toner includes: a kneading step where a toner source material containing a binder resin, a colorant, a charge controlling agent and a release agent is melted and kneaded to produce a kneaded material; a consecutive spinning step where the kneaded material produced in the kneading step is pressurized, heated to 120°C to 200°C and extruded through a hole provided at the top of a spinning nozzle to produce a fibrous kneaded material; and then a pulverizing step where the fibrous kneaded material obtained in the spinning step is cut or pulverized to produce a toner. The fibrous kneaded material produced in the spinning step is controlled to have a fiber diameter of 5μm to 10μm, a loss modulus G" of not more than 10<SP>5</SP>Pa at 120°C, a loss modulus G" of not less than 10<SP>1</SP>Pa at 200°C, and a loss tangent which is a ratio of the loss modulus G" to the storage modulus G' at 200°C, of not more than 10.
