PROBLEM TO BE SOLVED: To provide a water-based synthetic resin emulsion for solidifying cultivation soil, which has excellent infiltration property to cultivation soil, being uniformly mixed with the cultivation soil, a water-retaining material, a water-absorbing material or the like and particularly is free from the occurrence of migration in the granulation or drying the cultivation soil and obtaining raising seedling cultivation soil having high uniform strength. SOLUTION: The water-based synthetic resin emulsion for solidifying the cultivation soil is obtained by dispersing and stabilizing a synthetic resin (A) obtained by polymerizing a material consisting essentially of at least one kind of a monomer (a) selected from a monomer group of acrylic monomers, vinyl monomers and styrene-based monomers by a polyvinyl alcohol-based resin (B).
