A paper sheets handling device and a paper sheets treating system are provided to treat the manipulation of a plurality of users efficiently by indicating utilization state of a sheet handling device. A controller of a sheet handling device comprises a work processing part(10) and a return processing part(11). A transaction microprocessor(101) performs exclusive control of two window terminal devices or management terminal devices connected to the sheet handling device. A high communications control unit(102) controls communications with the window terminal device or the management terminal device connected to the sheet processing device. A button control panel(103) detects pushing a start button. An indicator controller(106) controls character display at an indicator. A low communications control unit(107) controls communications with the return processing part. A return processing microprocessor(110) watches the return of the paper currency and watches abnormal occurrence of the paper currency.
