A network access management system of a mobile communication network and a method thereof for improving high quality IMS service are provided to minimize load about devices, such as call process device and a subscriber managing device, by intercepting a session connection of the mobile terminal generated even in case of not using the IMS service. A call processing device(210) performs session connection for transmitting/receiving data with a mobile terminal(100) and informs that the mobile terminal is set up session connection. A subscriber management system(300) controls so that the mobile terminal can not be session-connected when a connection informing message is received from the call processing device.
