<P>PROBLEM TO BE SOLVED: To provide a polarizing plate with a transparent electroconductive layer, in which the transparent electroconductive layer produces no crack over a long period of time, which keeps low resistance and has high strength and excellent mechanical durability even in use requiring severe heat resistance and moisture resistance such as an on-vehicle touch panel, and also to provide the touch panel having the polarizing plate. <P>SOLUTION: Annular olefinic polymer layers are respectively laminated on both surfaces of a polarizing film, and the amorphous transparent electroconductive layer is laminated on a surface of at last one layer of the annular olefinic polymer layers opposite the polarizing film directly, or via other layer to form the polarizing plate.
