PROBLEM TO BE SOLVED: To provide a traffic light detection device, a traffic light detection method and a program, capable of surely detecting the light emitting part of an LED traffic light ahead of an own-vehicle. SOLUTION: When the photographic cycle of front a camera 53 for imaging is longer than 1/2 of the lighting cycle of the light emitting part of an LED traffic light ahead of its traveling direction, and the lighting cycle of the light emitting part of the LED traffic light ahead of the traveling direction is harmonic with the imaging cycle of the front camera 53 for imaging, a CPU 41 outputs a control signal to instruct the photographic timing of the front camera 53 for imaging to be shifted from the lighting-out timing of the LED element to a camera ECU 51 when the photographic image of the front camera 53 for imaging is turned to be a photographic image where the light emitting part of the LED traffic light disappears (S11 to S17; NO to 19: YES to S20).
