PROBLEM TO BE SOLVED: To prevent the cissing of an adhesive by improving the coatability of an adhesive to a releasing sheet. SOLUTION: An adhesive layer 22 is formed by applying an adhesive to a releasing agent layer 12 formed on one surface of a releasing sheet substrate 11. The adhesive is an emulsion adhesive having a viscosity of 100-2,000 mPa s before coating. The releasing layer 12 is formed by coating and curing an addition-reactive solventless releasing agent composition containing a low-molecular organopolysiloxane having at least two alkenyl groups in one molecule and having a mass-average molecular weight of 1,000-20,000 and a high-molecular straight-chain organopolysiloxane having a mass-average molecular weight of 50,000-500,000.
