A device and a method for protecting personal information are provided to prevent leakage of the personal information by enabling a user to consume contents with a pseudonym, and enable a CP(Content Provider) to secure profit corresponding to contents usage and offer an efficient service by avoiding conflict of infringement of the personal information. A pseudonym generator(310) generates a pseudonym and pseudonym public/private keys corresponding to the pseudonym. A verifier(340) verifies whether the pseudonym included in an RO(Rights Object) is matched with the pseudonym. A metering data manager(323) stores and manages metering data corresponding to the generated pseudonym, and includes information for contents type and usage. A billing manager(326) stores and manages billing information for the contents usage. The RO includes information for permission and constraint of the contents. The metering data manager initializes the metering data corresponding to the pseudonym when payment for the contents usage is completed. An encoder(350) encodes the information created through the pseudonym generator.
