PROBLEM TO BE SOLVED: To improve communication stability without increasing a worker's burden. SOLUTION: A passive relay device 3-(i) is provided at an upper part of a transmission tower 1-(i), and a base station 2-(i) is provided at a lower part of the transmission tower 1-(i). An electric wave outputted from the previous transmission tower 1-(i-1) is outputted to the base station 2-(i) through the passive relay device 3-(i). The base station 2-(i) outputs the electric wave to the passive relay device 3-(i), and then the electric wave emitted by the base station 2-(i) is outputted to the following transmission tower 1-(i+1) through the passive relay device 3-(i).
