<P>PROBLEM TO BE SOLVED: To provide a non-aqueous electrolyte composition capable of suppressing deterioration of discharge capacity maintenance rate at the time of repeating charge and discharge and suppressing swelling of battery outer package at high temperature storage, and a non-aqueous electrolyte secondary battery using such non-aqueous electrolyte composition. <P>SOLUTION: The non-aqueous electrolyte composition contains an electrolyte salt and a boric acid salt in which a hydrocarbon group having a carbon-carbon multiple bonding such as, for example, vinyl group and phenyl group is bonded to boron atom, preferably, boron atom is directly bonded to carbon atom working in multiple bonding, or boron atom is bonded to fluorine atom, and as necessary, furthermore, a polymer compound is added.
