PROBLEM TO BE SOLVED: To provide a carrier for a developer with high durability, the carrier that always shows stable resistance and chargeability of the carrier even when the developer is used for a long period of time, and thereby, that can stably form a high-quality image without degrading developing characteristics, and to provide a method for manufacturing the carrier, and an image forming method using the carrier. SOLUTION: The electrophotographic carrier has a resin coating layer containing at least charge controlling fine particles and low resistance fine particles disposed on the surface of a carrier core material, and is characterized in that: the initial resistance of the carrier ranges from 5×10<SP>8</SP>to 3×10<SP>10</SP>Ωcm; the resin coating layer has a density gradient of the low resistance fine particles in the thickness direction; the density of the low resistance fine particles increases from the inner part of the resin coating layer to the surface; the resin coating layer has a density gradient of the charge controlling fine particles in the thickness direction; and the density of the charge controlling fine particles decreases from the inner part of the resin coating layer to the surface.
