PROBLEM TO BE SOLVED: To provide a portable terminal performing reading/writing from/to a specified non-contact IC card.

SOLUTION: A portable telephone 1 is mounted with a reader/writer 29 having an antenna 30 for performing radio communication with a non-contact IC card 11. The non-contact IC card 11 is preliminarily registered in a UIM (user identify module) 9 of the portable telephone 1, and a memory 44 of the UIM 9 of the portable telephone 1 holds secret information obtained by entirely or partially encrypting card owner information 71 of the non-contact IC card 11. A memory 64 of the non-contact IC card 11 holds secret information 72 obtained by entirely or partially encrypting portable telephone subscriber information 51 of the portable telephone 1. The non-contact IC card 11 uses the secret information 72 and a secret information key 73 to confirm that the UIM 9 of the portable telephone 1 is registered in advance and performs radio communication.
