<P>PROBLEM TO BE SOLVED: To provide a semiconductor device which is capable of preventing a signal wiring layer from interfering with a wiring layer arranged thereunder. <P>SOLUTION: The semiconductor device is equipped with an intra-cell wiring layer having a first power supply line VDDL supplying a first power source to transistors located in a layout cell, and intra-cell wiring connecting the transistors located in the layout cell together; an input/output wiring layer having input/output wiring connected to the input/output terminals of the layout cell; and shielded wiring 23 formed between the intra-cell wiring layer and the input/output wiring layer.
