PROBLEM TO BE SOLVED: To provide a seeding and planting panel superior in construction stability, by imparting predetermined rigidity, durability and handling performance to the seeding and planting panel. SOLUTION: This seeding and planting panel has a grating-shaped structure of crossing a vertical sash bar 11 and a horizontal sash bar 12 respectively composed of a plurality of rows, and is laid on a slope face 29 having a box surrounded by the vertical sash bar and the horizontal sash bar. The seeding and planting panel 1 is characterized by respectively and mutually embedding reinforcing members 13, 14 and 24 at a predetermined interval inside the vertical sash bar and/or the horizontal sash bar of the grating-shaped structure.
