<P>PROBLEM TO BE SOLVED: To support the creation of business process flow so that a highly flexible service can be constructed. <P>SOLUTION: For every execution subject shown in the business process flow 1a, a first function classifying means 3 creates first function classification information 3a showing the correspondence relationship between the execution subject and functions included in a group corresponding to the execution subject. Next, functions to perform either creation access or update access to data in the same internal data definition 2a are classified into the same group by a second function classifying means 4, and second function classification information 4a showing the correspondence relationship between the execution subject corresponding to an internal data chart and the group created according to data contained in the internal data chart is created.
