PROBLEM TO BE SOLVED: To provide a film-forming device which easily forms films and keeps thicknesses uniform on the outer peripheral surfaces of comparatively thin and easily deformable objects to be coated. SOLUTION: The film-forming device 1 is provided with a holding part 11, a moving part 12 and a coating unit 13. The holding part 11 holds a base body 4 so that the axial center P of the base body 4 may become parallel to the vertical direction. The coating unit 13 is provided with a coating head 37, a supporting base 34 and a movement-supporting part 35. The coating head 37 is formed in an annular form to allow the base body 4 to pass through therein and coats the outer peripheral surface 4c with paint 7. A sealing member 52 is mounted across the whole inner peripheral surface of the coating head 37. The sealing member 52 is composed of an elastic material such as rubber and deforms when it contacts the base body 4. The supporting base 34 is moved along the axial center P by the moving part 12. The supporting base 34 supports the coating head 37. The movement-supporting part 35 moves the coated head 37 freely in the direction orthogonally crossing the axial center P.
