A floor sheet manufacturing method and a floor sheet produced by the same are provided to minimize deformation caused due to combination, to prevent a slip of the floor sheet, and to increase durability by improving bonding power of a foam body and a rubber layer. A floor sheet manufacturing method comprises the steps of: preparing rubber layers(10,30) for upper and lower surfaces comprising non-vulcanized or temporally vulcanized rubber master batches; preparing a foam layer(20) made of temporally vulcanized foam rubber if the rubber layer is non-vulcanized and a foam layer made of non-vulcanized or temporally vulcanized foam rubber if the rubber layer is temporally vulcanized; forming a laminate by disposing the rubber layer for the lower surface, at the lower surface, stacking the foam layer included in the front end of the outline of the rubber layer for the lower surface, on the rubber layer, and stacking the rubber layer for the upper surface extended out of the front end of the outline of the foam layer, on the foam layer; and vulcanizing and cross-linked bonding the rubber layer and the foam layer by pressing, heating or heating, and pressing the laminate.
