<P>PROBLEM TO BE SOLVED: To provide a technology to maintain high power generation efficiency of a fuel cell even if output characteristics of the fuel cell are changed. <P>SOLUTION: An output power (an FC permissible power) of a fuel cell provided in a fuel cell system 22 is decided according to a supply gas volume with reference to a memorized output characteristics. A power to be outputted by a secondary cell 26 is obtained from a difference between a required power based on a load requirement and the above FC permissible power. At this point, a changed value of a voltage for the secondary cell 26 to output the above power is taken as a voltage instruction of a DC/DC converter 28, and a driving converter 30 is driven so that a driving motor can consume a power according to the load requirement. As a result, an output power of the fuel cell is changed near the FC permissible power. At this point, a output current and a voltage of the fuel cell are measured and a new output characteristics is obtained.
