PROBLEM TO BE SOLVED: To provide a manufacturing method of a complex lid for a thermal battery capable of obtaining a complex lid for a thermal battery with excellent insulation properties. SOLUTION: The manufacturing method of the complex lid 10 for a thermal battery comprises (1) a process of coating an insulating agent 9 on the surface of a battery lid 3 equipped with an ignition terminal 5, a bridge lead wire 2 connected to the ignition terminal, and a piezoelectric ignition plug 1 consisting of a holder body 1b connected to the bridge lead wire and an ignition agent 1a and with the bridge lead wire drawn out from a side face of the holder part, so as to cover the ignition terminal, the bridge lead wire and the piezoelectric ignition plug, (2) a process of overlapping and bonding a heat insulation body 6 having an ignition plug container hole 7, an ignition terminal containing part 8a, and a degassing port 8b to the battery lid, and (3) a process of removing bubbles exhausted from the ignition plug containing hole and the degassing port and contained in the insulating agent, after the above process (2).
