PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus capable of quickly performing a heat control, thereby being controlled correctly at a prescribed temperature. SOLUTION: The fixing device includes; a plurality of heaters 18 with temperature detecting function which generate heat by power supply and detect a temperature; a heating means incorporating the heaters 18 with temperature detecting function; a film 17 having one face slid on the heating means; a heat fixing means which is heated through the film 17 by the heating means and fuses an unfixed image on a recording paper at a prescribed fixing temperature; a pressure roller 15 for press-fitting the recording paper P to the heat fixing means; and a temperature control means for controlling the heaters 18 to a prescribed temperature on the basis of the temperature of the heaters 18 detected by the heaters 18 with temperature detecting function.
