PROBLEM TO BE SOLVED: To provide a developing apparatus which can appropriately stabilize the thickness of the toner layer, formed on the developer carrier surface and the electrostatic charge amount of the toner using a simple configuration, without melting or fusion of toner, and continuously forming high-quality toner images for a long time. SOLUTION: The developing apparatus 1 has a developing roller 3 for carrying the developer and two 1st and 2nd thickness regulators 4a and 4b, disposed so as to abut against the surface of the developer carrier to regulate the thickness of the developing layer formed on the developing roller 3. The developing roller 3 is applied with a dc voltage from a dc power supply 5, and the 1st and 2nd thickness regulators 4a and 4b are applied superimposed with an ac voltage and a dc voltage, by an ac power supply 6 and a dc power supply 5.
