The method comprises the steps of splitting the abdomen of fish, removing head and bowels and obtaining a body part, washing the body part and drying the body part in the shade for 2 days(S10); steaming the body in steamer, extracting only fish meat, and preparing an extract remaining in the steamer in order to use to knead a skin of Song-pyun(S20); roughly pulverizing the extracted fish meat, sesame, peanut, dried shrimp, garlic, ginger, and onion together, and blending the pulverized product with hot sauce(gochujang), oligosaccharide, soybean sauce, ginseng powder to prepare a filling of the Song-pyun(S30); collecting ramie leaves, lightly parboiling the leaves in brine at 80-100 deg.C, and then washing the leaves(S40); adding soaked rice, wheat flour, fish extract to the ramie leaves and water to obtain a blend, milling and kneading the blend to form a skin of Song-pyun(S50); filling the skin with the filling, wrapping the filling in the skin, and steaming the Song-pyun(S60); and applying an edible herb oil to the skin of the steamed Song-pyun to form Song-pyun having an oil membrane(S70).
