PROBLEM TO BE SOLVED: To provide a generating device of a control program for a tool holder changer capable of reducing the number of reciprocating motions of a moving body to convey a tool holder and efficiently performing the carry-in/carry-out when a plurality of tool holders must be carried out or carried in before executing one schedule. SOLUTION: A program generating device 35 has a temporary carry-in/carry-out information generating means 36, and a multiple simultaneous carrying means 38, and the temporary carry-in/carry-out information generating means generates temporary carry-in/carry-out order information which is a single carry-out command and the information to arrange the single carry-out commands in the temporary execution order is generated from the information on the tool holder to be used by the schedule and the schedule execution order information. The multiple simultaneous carrying means realizes a multiple simultaneous carry-in command, a multiple simultaneous carry-out command or a multiple simultaneous exchange command by performing the advanced coupling with the single carry-out command or the single carry-in command before these commands if the predetermined multiple simultaneous carryable condition is satisfied such as when two or more single carry-out commands or single carry-in commands are present in one schedule in the temporary carry-in/carry-out order information.
