PROBLEM TO BE SOLVED: To provide a fluorescent cosmetic having sufficient fluorescence and high safety and free from irritation to the skin. SOLUTION: The fluorescent cosmetic is composed of a first agent containing oxalic acid and/or its derivative and containing an alkylene oxide derivative represented by general formula (I): R<SP>1</SP>O-[(AO)<SB>m</SB>(EO)<SB>n</SB>]-R<SP>2</SP>(wherein AO is a 3-4C oxyalkylene group; EO is an oxyethylene group; 1≤m≤70 and 1≤n≤70 and the ratio of EO to total of AO and EO is 20-80 mass%; R<SP>1</SP>and R<SP>2</SP>are each a 1-4C hydrocarbon group or a hydrogen atom; the ratio of number of hydrogen atom to number of hydrocarbon groups of R<SP>1</SP>and R<SP>2</SP>is≤0.15) and diethoxyethyl succinate as main components of solvents and a second agent containing hydrogen peroxide and containing the alkylene oxide derivative represented by general formula (I) and diethoxyethyl succinate as main components of solvents, and the fluorescent cosmetic contains a fluorescent substance in the first agent and/or the second agent.
