PROBLEM TO BE SOLVED: To obtain a liquid composition of a concrete surface cleaning and water-repelling agent in which stains from microorganisms occurring on a concrete surface are cleaned, and simultaneously the concrete surface is subjected to water-repellent treatment and a hygienic environment is maintained for a long period of time. SOLUTION: The emulsion particle of a poly(dimethyl)siloxane represented by general formula (1) (n is a polymerization degree and generally 8-27) is impregnated into the pores of a concrete surface so that the concrete surface is provided with a water-repellent effect, has improved draining, is dried in early stages, controls germ proliferation, keeps water repellency, exhibits and maintains stain prevention effect from microorganisms for a long period of time. The use of not only a surfactant but also an organic acid, its salt, a metal chelating reagent and an permeation auxiliary besides the emulsion particle improves cleaning efficiency.
