PROBLEM TO BE SOLVED: To provide a surface modification method for fluorine resin material capable of permitting the worker to operate in a safe environment and the fluorine resin products having hydrophilic surfaces inexpensively modified can be provided. SOLUTION: The gas atmosphere including 10 to 150 Pa of amino group is converted to the plasma atmosphere with the glow discharge to cause amino group addition reaction on the surfaces of a fluorine resin material W that is placed in the atmosphere including amino groups thereby the surface of the fluorine resin material is made hydrophilic.
