PROBLEM TO BE SOLVED: To optimize a service completion time in providing a plurality of different web services. SOLUTION: Workflow is transmitted to a lookup server from a service requester server together with an access request or a retrieval request to the Web services. Measurement items of situation metric information on all the network sections and service provider servers are decided with respect to each monitoring agent and a measurement request is transmitted to each agent. Each agent performs metric measurement, compiles measurement results, and transmits them to the lookup server. Then, with the received measurement results as an input, a provision method of an optimal service provider is calculated in terms of the service completion time of the Web services along the workflow, a calculated optimal service provider is designated, and a request from the service requester server is transmitted to a service provider server.
