PROBLEM TO BE SOLVED: To increase working efficiency by performing the other workings using a hoist in parallel with the placement of concrete without occupying the hoist when concrete is fallen and placed. SOLUTION: As a guide pipe 1 for placing concrete, a longitudinally extensible structure formed by fitting a plurality of unit pipes 10a to 10d to each other so as to be slid in the axial direction is used, and a manual winch 15 for controlling the height of a lower end opening is fitted to the guide pipe 1. The guide pipe 1 is inserted into a steel pipe column 20, the upper end side of the guide pipe 1 is fixed to the steel pipe column 20, and concrete filling operation is performed.
