PROBLEM TO BE SOLVED: To suppress bubble from being contained in a preform for plastic optical members. SOLUTION: Using a polymer (PVDF) with a low refractive index, a hollow tube 12 is formed so as to become a clad controlled to a desired outer diameter, thickness and length. A core part 25 consisting of the polymer is formed by charging a polymeric composition (MMA) 27 into the hollow tube and polymerizing it. In this case, a cause of bubble generation in polymerization in the core part is suppressed by the shape-controlled hollow tube 12, so that no bubbles are contained in the core part 25.
