PROBLEM TO BE SOLVED: To more surely scrape out staying stagnant surplus toner and to make a structure simple, light-weight, small-sized, and low-cost with respect to a developing device of so-called lower control, wherein a contact part between a developing roll which is supported on a rotating body and is rotatable and a toner thin layer control member is placed below the center of rotation of the developing roll. SOLUTION: While a rotary 3 is rotated, a supply roll of at least one of developing units 4, 5, 6, and 7 is rotated for at least a prescribed time not for development. Thus surplus toner in spaces 4i, 5i, 6i, and 7i is scraped out of these spaces 4i, 5i, 6i, and 7i and passes through gaps between supply rolls 4b, 5b, 6b, and 7b and control member support members 4f, 5f, 6f, and 7f and gaps between supply rolls 4b, 5b, 6b, and 7b and partitions of respective developing units and flows back into toner storage spaces 4h, 5h, 6h, and 7h on the toner supply side.
