<p>In an anonymous electronic voting, it is possible to confirm that no padding of votes or no false alteration of the voting content is performed, without using information which can be falsely used for trading of votes. A voting terminal (10) creates E(vi) in which the voting content vi is encrypted by an encoding unit (105). The voting terminal creates a digital signature Sei of the voting terminal for the E(vi) by a signature creation unit (106), records a pair of (E(vi), Sei), and records it on a recording medium 107-i which the voter brings back home. A counting terminal (20) checks validity of the digital signature by a signature authentication unit (203) for all the pairs of (E(vi), Sei). For all the pairs of (E(vi), Sei) which have been authenticated, E(vi) is decrypted by a shuffle decryption unit (202) and a list of vi rearranged from the original order is obtained. Testimony data p is created to indicate that 1 : 1 correspondence is present between E(vi) and vi. A list of pairs of (E(vi), Sei), a list of vi, and the testimony data are disclosed.</p> |
