PROBLEM TO BE SOLVED: To provide a development roller that can prevent sticking of carrier without causing a side-effect, and an image forming apparatus. SOLUTION: The development roller is such that a groove 48 is formed in a part corresponding to the development pole 47 of a magnet roll 46 formed by mixing magnetic powder and a polymeric compound and then forming it into a cylinder and that a magnet block 49 higher in magnetic force than the magnet roll 46 is disposed in the groove 48. The development roller is characterised in that a groove 51 is formed in a part corresponding to a pole 50 downstream of and adjacent to the development pole 47 of the magnet roll 46, and a magnet block 52 higher in magnetic force than the magnet roll 46 is disposed in the groove.
