<P>PROBLEM TO BE SOLVED: To provide a speech processing system that can easily generate various speech signals. <P>SOLUTION: At a base station 4, a speech recognition part 41 performs speech recognition of a speech inputted from an input terminal and converts text information. According to the text information, a speech synthesis part 42 puts phoneme pieces together by reference to a dictionary DB 44 to generate a synthesized speech signal. Then a speech modulation part 43 imposes speech modulation on the synthesized speech signal at a user's request inputted from the input terminal and outputs a modulated speech signal. At the base station 4, speech synthesis and speech modulation based upon the text information inputted from the input terminal are carried out and the modulated speech signal can be outputted.
