PROBLEM TO BE SOLVED: To provide an organic EL panel, in which the occurrence of brightness unevenness of a light emitting region in a display panel can be suppressed. SOLUTION: The organic EL panel 1 is composed of a translucent glass substrate (support substrate) 2, a transparent electrode (a first electrode) 3 formed on a plurality of places on a glass substrate 2 in a prescribed shape, an insulating layer 4 arranged and installed on the glass substrate 2 so as to be overlapped with a part of the transparent electrode 3, an organic layer 5 having at least a light-emitting layer formed on each transparent electrode 3, and a rear face electrode (a second electrode) 6 which is formed as a common electrode and formed on the organic layer 5 and the insulating layer 4 in the state not contacting the glass substrate 2.
