It is intended to disclose a novel polypeptide binding to SMG-1, a polynucleotide encoding the same, and a system for screening a substance whi ch artificially controls an mRNA surveillance mechanism. The above-described polypeptide has an activity of binding to SMG-1, an activity of being phosphorylated by SMG-1 and an activity controlling the action of SMG-1 through the above-described activities.
