PROBLEM TO BE SOLVED: To provide a hydraulic damper having equivalent efficiency to a semiactive type damper without a controller or the like. SOLUTION: A hydraulic damper 1 has a structure having a pair of a L side hydraulic damper 5 and a R side hydraulic damper 3 which have an identical structure arranged and installed on a structure such as a skyscraper. When an external force acts in a right direction in earthquake or the like, a reaction force (force to attenuate vibration) acts on just the R side hydraulic damper 3. At a moment when the external force switches to a right direction in earthquake, an R side open and close valve 7 is opened by pressure of operating oil filled in a L side first oil chamber 37, pressure of compressed operating oil in the R side oil chamber is relieved at a stretch.
