PURPOSE: A communication control device by a MAC(Media Access Control) address and a method therefor are provided to offer an Internet service before a MAC address table is updated after a new terminal connects to an Ethernet switch by monitoring a packet of a terminal which is not registered in the MAC address table, comparing the number of MAC addresses currently registered in a corresponding MAC port with the number of maximum MAC addresses capable of connecting to the MAC port, and clearing or forwarding the corresponding packet. CONSTITUTION: An MAC address table(134) registers the MAC addresses of subscriber terminals currently connected to an MAC port(110) and the number of the MAC addresses, and stores information of the number of maximum MAC addresses capable of connecting to the MAC port(110). An MAC address classifier(131) retrieves an MAC address of a primary clearance packet from the MAC address table(134), and sets the primary clearance packet in which the MAC address is not registered in the MAC address table(134) as a following process object. If the primary clearance packet is inputted from the MAC address classifier(131), an MAC address comparator(132) retrieves the number of the subscriber terminals currently connected to the MAC port(110) in which the primary clearance packet is inputted and the maximum number of subscriber terminals capable of connecting to the MAC port(110) from the MAC address table(134). If the number of the subscriber terminals currently connected to the MAC port(110) is lower than the maximum number of the subscriber terminals, the MAC address comparator(132) forwards the primary clearance packet.
