<p><P>PROBLEM TO BE SOLVED: To provide a system and a method of measuring navigation property of a Web site. <P>SOLUTION: Navigation property is measured by deciding the information adsorbing speed of a simulation user. It is considered as a scale of user's attainment to the information goal. When the user finds a target information, the user stops navigation by a Web site.
