<p><P>PROBLEM TO BE SOLVED: To provide a communication system suitable for efficient and seamless mobile communication. <P>SOLUTION: An application MN of mobile communication equipment 151 having a mobile side address MNIP and an application CN of management communication equipment 171 having a management side address CNIP transfer packets from the origin MNIP to the destination CNIP or packets from the origin CNIP to the destination MNIP. The mobile communication equipment 151 ensures a temporary address CoA from an address managing device, and claims the CoA and the MNIP to the management communication equipment 171, and encapsules the packets from the MN in the packets to be transferred from the origin CoA to the destination CNIP, and transmits those packets, and receives the packets transferred from the origin CNIP to the destination CoA, and makes the MN receive the encapsuled packets transferred from the origin CNIP to the destination MNIP.
