PROBLEM TO BE SOLVED: To obtain a bulky nonwoven fabric having excellent compression bulkiness by heat shrinking a nonwoven fabric. SOLUTION: This bulky nonwoven fabric is a nonwoven fabric which comprises at least≥10 mass % of a polyester short fiber having≥30% dry-heat shrinkage percentage by heat treatment at 160°C for 20 minutes and≥0.12 cN/dtex maximum thermal stress by dry-heat treatment at 60-160°C and is subjected to shrinkage treatment. The bulky nonwoven fabric has≥2 compression bulkiness ratio. Preferably the polyester forming the polyester short fiber is a polyalkylene terephthalate copolymerized with isophthalic acid.
