PROBLEM TO BE SOLVED: To prevent a rotating speed sensor from misrecognizing the change of a rotating speed. SOLUTION: Segments C1-C20 of a magnetizing yoke 48 are determined in a state that an angle between centers in the peripheral direction of the adjacent segments are repeatedly determined at 17.9 degrees, 18.1 degrees, 18.1 degrees and 17.9 degrees, etc., (hereinafter similarly repeated) two by two clockwisely from a standard position B, so that the magnetization angels of the magnetic pole of a ring magnet 43 magnetized by the magnetizing yoke 48 are repeatedly increased and decreased in the peripheral direction. Accordingly, a period of a detecting signal of a hole IC is not continuously increased or decreased by the number of detection of the change of the speed when an armature shaft is rotated at a constant speed, even when a shaft center of the ring magnet 43 is magnetized in a state of being eccentric to the shaft center of the magnetizing yoke 48 by an eccentric amount L, and the misdetection of the change of the rotating speed by a control part can be prevented.
