PROBLEM TO BE SOLVED: To solve the problems of both the correction of track disturbance of circulating ion beam in an accelerator and the improvement in cooling of an electron beam cooling device. SOLUTION: Helmholtz-shaped deflecting electromagnets 9a and 9b for horizontal correction are arranged along one direction on the outside surface or inside surface of a cylindrical solenoid electromagnet 8 for correcting the rotation of the circulating ion beam 2 around a beam track axis, Helmholtz-shaped deflecting electromagnets 10a and 10b for vertical correction are provided along the other direction of the cylindrical solenoid electromagnet, and correcting electromagnets 7a and 7b integrally provided with them are arranged on the beam track of the circulating ion beam.
