PROBLEM TO BE SOLVED: To increase efficiency of a hydrogen additive reaction or a dehydrogenation reaction for storing or supplying hydrogen. SOLUTION: An apparatus for generating or storing hydrogen generates or stores hydrogen utilizing for the dehydrogenation reaction or the hydrogen addition reaction between a hydrogen generating substance which changes to an aromatic compound by discharging hydrogen and a hydrogen storing substance which consists of an aromatic compound to store hydrogen by reacting with hydrogen. A reaction part 141 in which a cavity 141(a) is filled with a catalyst 143 for the dehydrogenation reaction or the hydrogen addition reaction is installed. The dehydrogenation reaction or the hydrogen addition reaction is caused by spraying or coating of the hydrogen generating substance or the hydrogen storing substance.
