PROBLEM TO BE SOLVED: To provide a anti-fogging composition which is excellent in fog resistance, wetwiping resistance and wear resistance, and maintains a fog-resistant performance for a long period of time. SOLUTION: Into a matrix comprising an isocyanate, a polyol and a water- absorptive silane compound containing a fine oxide particle, a surface active agent having a functional group reactive with the isocyanate group is fixed by a chemical bond. A composition which has both functions of surface- hydrophilicity and water-absorption, exhibits an excellent fog resistance, and has a further mechanical strength by incorporating the silicone compound in the matrix.
