PROBLEM TO BE SOLVED: To elongate a life of a shaving cutter by improving wear resistance of cutting edges. SOLUTION: In the shaving cutter having cutting edges 16 formed at ridge parts made by serration grooves 14 and lands 15, hardened layers 17 including the cutting edges 16 are formed by applying a surface hardening process to wall surfaces 14B intersecting with the lands 15 in the serration grooves 14. Hardness of the hardened layers 17 is set to be higher than 950 Vickers Hardness Hv. The ratio a/D of the hardened depth a of the hardened layer 17 to the width D of the land 15 is set to be smaller than 15%.
