The regulating system comprises an identifier for identifying at least one model parameter of a controlled object model which is obtained through modeling at least one throttle valve actuator (10). The regulating system further consists of a learning value calculating device, with which the operation characteristic of the throttle valve (3) changes. A regulator (7) is provided for regulating the throttle valve actuator by using the learning value, so that the opening of the throttle valve matches the desired opening. An Independent claim is also included for the method of regulating the throttle valve actuator.
