PROBLEM TO BE SOLVED: To provide a composition for surface coating, capable of obtaining coated paper which is stable to additives or salts and excellent in sizing property, setting property of tonors and various inks and suitability for adhesion to vinyl polymers and various coatings. SOLUTION: This composition for surface coating comprises a polymer obtained by hydrolyzing a polymer of hydrophobic unsaturated monomer with acrylic amides and then neutralizing the hydrolyzate as an active ingredient. This method for producing the composition for surface coating comprises hydrolyzing in a hydrolyzing ratio of 2-100 mol% based on acrylic amides constituting the polymer, a polymer obtained by carrying out emulsion polymerization of 100 pts.wt. hydrophobic unsaturated monomer with 1-100 pts.wt. acrylic amides and then neutralizing the hydrolyzate.
