PROBLEM TO BE SOLVED: To produce a catalyst with which a halogen-containing organic compound can be sufficiently, efficiently and surely detoxified at low temperature and to provide a method for detoxifying the halogen-containing organic compound by using the above catalyst. SOLUTION: The detoxification catalyst for the halogen-containing compound consists of an oxide and a noble metal carried by the oxide. The oxide consists of at least one kind selected from the group of cerium oxide, iron oxide, manganese oxide, oxides of cerium and zirconium and oxides of cerium, zirconium and aluminum, and oxygen defects are introduced by reduction treatment.
