PROBLEM TO BE SOLVED: To obtain an exchange control system and an exchange control method providing various services in which addition and alteration of service content can be dealt with easily. SOLUTION: The exchange control system comprises a service controller 11 having a service control software for providing various services and connected with public networks 3 and 4 or internet 5, and an exchanger 1 accommodating a plurality of subscribers 6 and 7 and connected with a public network or internet for exchange connection control. In response to a service request from each of the subscribers 6, 7, the exchanger 1 requests the service controller 11 to execute a service and the service controller 11 executes the service requested by the service control software. The service controller 11 can also accommodate subscribers 8 and 9.
